Active Projects

CCPA's current portfolio of active projects underscores its dynamic role as a catalyst for progress in Columbiana County. Through strategic initiatives spanning diverse sectors, CCPA actively shapes the county's economic landscape. Additionally, CCPA's engagement in community-centric endeavors ensures that our impact extends beyond business, contributing to the overall well-being and vibrancy of the local populace. As CCPA spearheads these active projects, it continues to play a pivotal role in propelling Columbiana County towards sustained growth and prosperity.

Appalachian Community Grant Program

This $500 million program provides planning and development grants for communities located in Ohio’s 32-county Appalachian region. Program funds are provided by Ohio’s designation of American Rescue Plan Act (ARPA) dollars. The program is administered by the Governor’s Office of Appalachia within the Ohio Department of Development. Projects should be designed to bring about transformational change and be a catalyst for future development by providing generational investments in the Appalachian region. CCPA is the county lead for this program and has pushed forward projects for development funding which include the following: County wide downtown and streetscape improvements, the Lisbon Willow Grove Bridge connection, the Columbiana Career and Technical Center’s Innovative Energy Center, the Community Action Agency’s Community Health Center, the Greenway Bike Trail, the City of East Liverpool’s Rivertown Center and the City of Salem’s City Center projects. 

 

Maritime Assistance Program

The Ohio Department of Transportation (ODOT) Maritime Assistance Program (MAP) provides funding to eligible Ohio port authorities, defined by Ohio Revised Code 4582, for planning, design, acquisition and infrastructure projects that increase the efficiency or capacity of maritime cargo terminal operations. Ohio Revised Code Section 5501.91 defines program components and requirements prescribed by Ohio law to be administered by ODOT.

Community Development Block Grant

The Community Development Block Grant (CDBG), one of the longest-running programs of the U.S. Department of Housing and Urban Development, funds local community development activities with the stated goal of providing affordable housing, anti-poverty programs, and infrastructure development. Currently, CCPA is currently finalizing street and waterline improvement projects for the communities of Leetonia and Salineville. CCPA will begin administering program year 2024.

CCPA Speculative Building Project

As our business retention and expansion program continues to be successful, it becomes more evident on a daily basis that Columbiana County does not have the space required for us to be economic contenders. Columbiana County has no new, modern, attractive industrial and manufacturing space available to attract new business or promote expansion of current business to our area. Our office receives calls weekly from interested parties looking for space to move or grow to in our area and we have nothing to offer them. Our office’s focus is to promote economic growth and development in our County and region, and we are unable to do this as we don’t have available space. A speculative building will allow us an opportunity to bring business to our county and promote economic growth, job creation, and talent attraction.
